FILE - In this Dec. 11, 2017 file photo, manatees swim with their calves at Blue Spring State Park in Orange City, Fla. According to Florida wildlife officials, there have been more manatee deaths so far in 2018 than all of last year. A total of 540 manatees have died through Aug. 12, whereas 538 died in 2017. Experts blame a cold snap at the beginning of the year and the toxic red tide algae in the Gulf of Mexico for the fatalities. About 100 deaths are blamed on red tide.

FILE - In a Sept. 28, 2011 file photo, a native fisherman displays a salmon he pulled from his net on the Duwamish River, in Seattle. The state Department of Ecology appears ready to sharply increase Washington's fish consumption rate, an obscure number that has huge implications because it helps set water quality standards. A higher number means fewer toxic pollutants would be permitted in waters. Unions representing Boeing machinists and mill workers are siding with businesses in a bitter fight over how much fish people eat, and thus how clean Washington state waters should be. The first snow of the season is seen near Tioga Pass Thursday, Sept. 21, 2017 in Yosemite National Park, Calif. Snow fell in the Sierra Nevada on the last day of summer, giving the towering mountain range shared by California and Nevada a wintry look in September and making travel hazardous. Snow dusted peaks in Yosemite National Park and temporarily closed Tioga Pass road, the soaring eastern entry to the park that typically doesn't become impassable until mid-November.
