In this March 2, 2021, file photo, socially distanced and with protective partitions students work on an art project during class at the Sinaloa Middle School in Novato, Calif. Gov. Gavin Newsom signed a new law Friday, March 5, with $6.6 billion in incentives to try to get more California schools to reopen. The response has been lukewarm support, as teachers resist and parents complain that it doesn't do enough to get kids in the classroom.

In this Oct. 9, 2019 photo, Donya Grant, right, works on a homeschool lesson with her daughter Mabry, 8, in their home in Monroe, Wash. Grant’s family is part of a group of people who have brought a lawsuit against the Monroe School District, alleging that the district had never tested for PCBs contamination at the Sky Valley Education Center school in Monroe, Wash., and had not followed a state policy to regularly inspect old light fixtures, though it had known since at least 2000 that many contained PCBs. Grant has homeschooled all of her children since they stopped attending Sky Valley in 2016 for health reasons they say were related to toxins present at the school.

House Speaker, Del. Kirk Cox, R-Colonial Heights, presides over the House during the session at the Capitol in Richmond, Va., Wednesday, Jan. 23, 2019. A panel of federal judges has chosen a redistricting map for Virginia's House of Delegates that could shift some districts toward Democrats and help the party regain control in this year's election.
