In this photo taken Sept. 1, 2014, and provided by Steve Huckins, Portland police officers Michael Filbert, left, and Royce Curtiss, right, pose after completing a pizza delivery to the Huckins home after a Pizza Hut delivery driver was hurt in a crash in Portland, Ore. Huckins and his wife were concerned when the officers showed up at their home, but they started laughing when they received the pizza. They're thanking the officers for going out of their way. The driver hurt his neck and back in the collision at an intersection, but is now okay. (AP Photo/Steve Huckins) Business

Gov. Scott Walker says he will not make a job-creation promise for his second term during a news conference Tuesday, Sept. 2, 2014, in Madison. Wis. Walker said Tuesday that his economic development plan to be unveiled in coming weeks will be a detailed proposal about how to grow jobs, but it won't include a specific promise of how many jobs would be created. Walker promised during his first campaign for governor in 2010 that if elected he would make sure the state added 250,000 private-sector jobs over his first term. Based on the latest figures, only about 103,000 jobs have been added. (AP Photo/Scott Bauer)
