FILE - In this March 23, 2009, file photo, Army Gen. William "Kip" Ward, Commander, United States Africa Command, speaks with The Associated Press during an interview at the Pentagon. The number of U.S. soldiers forced out of the Army because of bad conduct or crimes has soared in the last several years, as the military comes out of a decade of war that put a greater focus on battle competence than character. Data obtained by The Associated Press shows that the number of officers who left the Army due to misconduct tripled in the last three years. And the number of enlisted soldiers forced out for drug, alcohol, crimes and other misconduct shot up from about 5,600 in 2007 as the Iraq war peaked, to more than 11,000 last year. In this March 23, 2008 file photo, a protester holds a placard during a rally against an alleged rape in February of a 14-year-old girl by an American serviceman in Okinawa islands, southwestern Japan. An Associated Press investigation into the military’s handling of sexual assaults in Japan has found a pattern of random and inconsistent judgments in which most offenders are not incarcerated. Instead, commanders have ordered “nonjudicial punishments” that ranged from docked pay to a letter of reprimand. (AP Photo/Itsuo Inouye, File)

A sign stands outside of an entrance to the U.S. Naval Academy campus in Annapolis, Md., Thursday, Jan. 9, 2014. A culture of bad behavior and disrespect among athletes at U.S. military academies is one part of the continuing problem of sexual assaults at the schools, according to a new Defense Department report that comes in the wake of scandals that rocked teams at all three academies last year.
