Every minute, on average, 18 million gallons of water rush down the lower Susquehanna River, carrying a polluted mixture of mud, manure, fertilizer, coal dust and toxic substances toward the Chesapeake Bay. For 77 years, the Conowingo Dam has acted as a final barrier against that onslaught, protecting the ecologically valuable Susquehanna Flats
