Ginsburg says the Supreme Court won't duck the issue of same-sex marriage the next time a case comes to the court. The 81-year-old Ginsburg said in an interview with The Associated Press on Thursday that she expects a same-sex marriage case to be heard and decided by June 2016, and possibly a year earlier.(AP Photo/Cliff Owen)

John Tefft of Va., arrives to testify before the Senate Foreign Relations Committee on Capitol Hill in Washington, Tuesday, July 29, 2014, to be the new U.S. Ambassador to Russia. President Barack Obama's earlier announcement that he is tapping Tefft for the high-profile diplomatic post comes amid a crucial period in U.S.-Russia relations, which have been severely tested over President Vladimir Putin's actions in neighboring Ukraine, among other issues. On the last day before Congress takes a five-week summer recess, House Minority Leader Nancy Pelosi, D-Calif., checks her watch for a scheduled vote after speaking to reporters on Capitol Hill in Washington, Thursday, July 31, 2014. Yesterday, Republicans pushed through legislation to launch a campaign-season lawsuit against President Barack Obama, accusing him of deliberately exceeding the bounds of his constitutional authority, Democrats have branded the effort a political charade and an effort by top Republicans to mollify conservatives who want Obama to be impeached. FILE - This Aug. 24, 2010 file photo shows chickens in Sparks, Md. The Obama administration is overhauling poultry plant inspections for the first time in more than 50 years, a move it says could result in 5,000 fewer foodborne illnesses each year. The final rules announced Thursday would reduce the number of government poultry inspectors by around a fourth. But those that remain will focus more on food safety than quality, requiring them to pull more birds off the line for closer inspections and encouraging more testing for pathogens. There would also be more inspectors checking the facilities to make sure they are clean. (AP Photo/Rob Carr, File)
