EMBARGOED UNTIL 12:01 AM, FRIDAY, JAN. 17, 2014 - FILE - In this April 9, 1965 file photo, Surgeon General Luther Terry testifies on Capitol Hill in Washington before the House Commerce Committee hearing on proposed labeling of cigarette packages. It's no secret that smoking causes lung cancer. But what about diabetes, rheumatoid arthritis, erectile dysfunction? Fifty years into the war on smoking, scientists still are adding diseases to the long list of cigarettes' harms _ even as the government struggles to get more people to kick the habit. A new report from the U.S. Surgeon General's office says the nation is at a crossroads, celebrating decades of progress against the chief preventable killer but not yet poised to finish the job.(AP Photo, File)

Republican lawmakers arrive at the Capitol as the Senate votes to approve a $1.1 trillion spending package, the Omnibus Appropriations Act, a bipartisan compromise that all but banishes the likelihood of an election-year government shutdown, at the Capitol in Washington, Thursday, Jan. 16, 2014. From left to right are: Sen. John Boozman, R-Ark., Sen. Sheldon Whitehouse, D-R.I., Sen. Orrin Hatch, R-Utah, Sen. Bob Corker, R-Tenn., and Sen. Pat Roberts, R-Kan. The legislation is a follow-up to the budget compromise the two parties pushed through Congress in December that set overall spending limits for the next two years. (AP Photo/J. Scott Applewhite)

This May 12, 2004 photo shows German socialite Viola Drath during the annual Woodrow Wilson home garden party and hat contest in Washington. The jury has reached a verdict in the trial of a German man who is accused of killing his 91-year-old socialite wife. The verdict is expected to be announced Thursday afternoon. Prosecutors say 49-year-old Albrecht Muth was motivated by money when he beat and strangled Viola Drath to death in 2011. Drath was a German journalist who had longtime connections in Washington's diplomatic and social circles. (AP Photo/Washington Times, James R. Brantley)
