    This is a file photo of convicted murderer and rapist William Horton Jr., who was mentioned by Vice President George Bush in his 1988 campaign rhetoric in order to portray Governor Michael Dukakis as a liberal soft on crime.  Under the Massachusetts furlough program Horton was released from prison although he was serving a life sentence.  In 1987, during his 10th furlough, Horton fled to Maryland, raped a woman and assaulted her fiance.
