FILE - In this Thursday, Feb. 17, 2011 file photo, al-Shabab fighters march with their weapons during military exercises on the outskirts of Mogadishu, Somalia. A U.S. drone strike in Somalia has targeted a key leader of the al-Shabab militant group who was involved in two attacks in Mogadishu more than a year ago that killed more than 30 people, at least three Americans among them, the Pentagon said Friday, April 1, 2016. Several U.S. officials said he and two others were killed. Hassan Ali Dhoore was targeted in the airstrike Thursday, but the U.S. military was still assessing the results, Pentagon spokesman Peter Cook said in a statement.

In this Sunday, April 1, 2018 photo, containers are loaded onto a cargo ship at the Port of Berbera, run by DP World, which is majority-owned by the Dubai government in the UAE, in Berbera, Somaliland, Somalia. The breakaway northern region of Somaliland declared its independence nearly three decades ago, but despite having its own currency, parliament and military the predominantly Muslim country hasn’t been recognized by any foreign government. President Muse Bihi Abdi is hoping to change that by aligning his country’s interests with energy-rich Gulf Arab states eager to expand their military footprint in the Horn of Africa.

Trump has promised a dramatically larger Army of 540,000 soldiers, yet DoD has proposed a larger $574.5 billion base budget for the coming year that would instead spend increases on training, maintenance and efforts to shore up the existing military's ability to fight wars.
