FILE- In this file photo dated July 20 1974, Turkish troops pull ashore a Greek Cypriot torpedo boat damaged during fighting in Kyrenia on the day Turkey invaded and occupied the northern third of Cyprus. Europe's top human rights court on Monday May 12, 2014, ordered Turkey to pay 90 million euros ($123 million) to Cyprus over the 1974 invasion of the island and its subsequent division, in one of the largest judgments in its history, saying that the passage of time did not erase responsibility in the case. The judgment comes as the Turkish and Greek Cypriot communities are engaged in renewed efforts to reunite the island.(AP Photo, FILE)

Constitutional Court Chief Justice Hasim Kilic speaks during a meeting in Ankara, Turkey, Friday, April 25, 2014. Turkey's most senior judge has delivered a sharp rebuke to Prime Minister Recep Tayyip Erdogan for criticizing his court's decisions, including one that lifted a ban on Twitter on the grounds that it violated freedoms. Erdogan reluctantly complied with the high court ruling to unblock Twitter earlier this month. Erdogan said, however, that he did not respect the ruling and described it as being against national interests. (AP Photo)

Turkish Prime Minister Recep Tayyip Erdogan walks outside his office in Ankara, Turkey, Thursday, April 17, 2014. Turkey's parliament looks set to pass a bill that increases the powers and immunities of the country's spy agency. It is the latest in a string of moves critics say is undermining democracy in the country that is a candidate to join the European Union. The bill, expected to be voted on Thursday, gives the National Intelligence Agency greater eavesdropping and operational powers and increases its immunities and abilities to keep tabs on citizens. Journalists publishing classified documents would face prison terms. (AP Photo/Burhan Ozbilici)

Turkey's Prime Minister Recep Tayyip Erdogan, his son Bilal Erdogan and daughter Sumeyye Erdogan salute supporters from the balcony of his ruling party headquarters in Ankara, Turkey, early Monday, March 31, 2014. Erdogan on Sunday hailed what appeared to be a clear victory for his party in local elections, providing a boost that could help him emerge from a spate of recent troubles. Erdogan was not on the ballot in the countrywide polls, but with about half of the votes counted, Turkish newswires suggested that his party was significantly outstripping its results in the last local elections in 2009 and roundly beating the main opposition party.
