During the congressional hearing Friday morning with outgoing IRS Commissioner Steven Miller, Rep. Kevin Brady, R-Texas, asked why Miller couldn’t reveal who was responsible for targeting Tea Party groups.

“I’m going to take exception to the concept of ‘targeting,’” Miller replied. “It’s a loaded term.”
