Sens. Tom Coburn, R-Okla., and Mark Begich, D-Alaska, have teamed up to propose a bipartisan bill that rescinds the funding of “orphaned earmarks.” These are appropriations projects which, after nine years, have used up less than 10 percent of their allocated funding. Begich calls it a “use it or lose it” bill for projects that haven’t gotten off the ground.
