WHAT: An Internal Revenue Service building in Andover, Mass., was awarded an $117 million stimulus grant for “green building modernization.”
WHY IT’S AN OUTRAGE: At the end of 2008, the IRS planned to close the building to save money. Then last February, Congress voted to keep the building open for the time being. The future of the building is highly uncertain and not worth spending millions to renovate.
