WHO: The Kentucky Department of Medicaid Services WHAT: Passport Health Plan, which misspent $106,722 on luxury travel costs for two of its executives, including lodging at spas and resorts, $3,996 for limousine services, and $72,994 on fine dining.

WHY IT’S AN OUTRAGE: Passport Health is a nonprofit organization funded by tax dollars. It provides services to Medicaid, and in turn receives state and federal funding, including $793 million in 2010.
