THE DAILY OUTRAGE: Will there be a water feature?

WHO: Sen. John F. Kerry, D-Mass.

WHAT: Requesting $20 million for the Edward M. Kennedy Institute honoring the late Massachusetts senator. The institute would be a repository for Kennedy’s papers and an accompanying civic learning center on the University of Massachusetts at Boston campus in Dorchester.

WHY IT’S AN OUTRAGE: Kerry is requesting it be included in the $360 billion defense budget. Kennedy’s appointed Senate replacement, Paul Kirk, will also be voting on the measure — even though he sat on the institute’s board where he helped plan and raise funds for the new center.
