Vice President Joe Biden said Tuesday that America must do three things to maintain its competitive edge globally in manufacturing, starting with investing in the country’s infrastructure.

“That used to be an overwhelming bipartisan consensus in the United States of America,” Biden said. “For the past 150 years, it’s been a consensus; not at the moment.”
