ALBANY, N.Y. (AP) — Gov. Andrew Cuomo is proposing three new casinos in upstate New York in an already crowded Northeast market.
In his State of the State address Wednesday, Cuomo argued that upstate casinos could be a magnet to downstate gamblers who visit casinos in Atlantic City or Connecticut.
