THE DAILY OUTRAGE: Weathering the storm

Who: Gilbert Sperling, program manager of the U.S. Department of Energy’s weatherization program.

What: While more than 40 states have received about half of $5 billion allotted for weatherization efforts in the $787 billion stimulus package, there isn’t a clear estimate of how much has been spent so far. States have been holding off on spending the money because of mixed messages from the Sperling and others about federal rules governing how much workers should be paid for the improvements.

Why it’s an outrage: Sperling and other officials told states to move forward, yet they still have not created concrete rules governing payment of workers. States remain uncertain about whether they’ll be left to foot the bills if they don’t pay enough.
