Maryland Attorney General Douglas F. Gansler filed a civil complaint Wednesday against Fred Hertrich, owner of Hertrich Properties III LLC of Seaford, Del., and contractor Gregory Bee, owner of Busy Bee Contracting of Federalsburg.

The complaint, filed in Caroline County?s Circuit Court, alleges that Hertrich and Bee violated the Nontidal Wetlands Protection Act and the Water Pollution Control Law on Hertrich?s property on White Road in Federalsburg. Gansler seeks restoration of the wetlands and penalties.

Bee and Hertrich did not obtain authorization from the Maryland Department of the Environment or state approval for their activities on the property, according to a press release.
