Government agencies have been supportive of efforts to cut down pollution, said Russ Ulrich, transportation planner for the Baltimore Metropolitan Council.

The Aberdeen Proving Ground locks its fuel pumps on bad air quality days so that drivers will not refuel during the heat of the day, releasing vapors that contribute to ground level ozone formation.

They also let portions of their campus revert to natural habitat to cut down on lawnmowing emissions.

State Highway uses water-based paint in road marking, and Maryland and the District of Columbia do not allow bridge or road painting on bad air days.

Business partners have also vowed to help by allowing more telecommuting or flexible scheduling on Code Red air days.
