The member states agreed to impose sanctions on 160 key Russian officials and oligarchs, ban exports of maritime technology to Russia, and sanction the Belarus banking division.
CHINA DOES NOT CONDEMN RUSSIAN INVASION BUT WILL PROVIDE HUMANITARIAN AID TO UKRAINE
Von der Leyen said in the statement that the new sanctions for Russia meant “restrictions on the export of maritime navigation and radio communication technology” and adding Russia’s “Maritime Register of Shipping” to a list of businesses that will be subject to financial limitations.
“An addition 160 individuals have also been listed in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine,” von der Leyen said in the statement.
As far as what the sanctions aimed at Belarus meant, von der Leyen said that “the measures introduce SWIFT prohibitions similar to those” imposed on Russia by countries such as the United States, Canada, and the United Kingdom.
Additionally, she said the measures imposed on Belarus will “clarify that crypto assets fall under the scope of ‘transferable securities’ and further expand the existing financial restrictions by mirroring” them with similar sanctions already imposed on Russia.

Ukrainian officials claimed on March 1 that Belarusian troops had been spotted crossing the northern border in order to assist Russian armed forces with the invasion. Belarusian dictator Alexander Lukashenko denied these allegations.
Belarus had voted in favor of allowing Putin to use Belarus as a staging area for the invasion of Ukraine. This included allowing Putin to place nuclear weapons and armed forces in the country.
