Jail officials said they are more vigilant about deciding which inmates work outside of the Carroll County Detention Center but haven?t changed their procedure since a man escaped earlier this year, took his girlfriend hostage and stabbed her.
“We?re just looking at people a lot closer,” said Capt. Eric Kline.
