China casts shadow over Biden’s promise for Africa, though unmentioned in speech

President Joe Biden committed the United States to fostering economic and societal progress in countries across Africa on Wednesday as his administration seeks to counter China’s own initiatives on the continent.

Biden, delivering the keynote address at the U.S.-Africa Leaders Summit in Washington, did not specifically name China in his remarks but declared that the U.S. is “all in on Africa’s future.”

BIDEN TRIES TO OUTSHINE CHINA AND RUSSIA IN AFRICA

The president outlined a number of new agreements signed by the U.S. and roughly a half-dozen African nations to build “high-quality physical infrastructure” and expand access to the internet, clean energy, and new technologies.

Biden also previewed roughly $15 billion in new business deals brokered by U.S. companies in Africa and said the “U.S. is committed to supporting every aspect — every aspect of Africa’s inclusive growth, and creating the best possible environment for sustained commercial engagement between African companies and American companies.”

The president also lauded Africa for carrying out a wave of democratic elections over the past year and helping fight the COVID-19 pandemic.

“We can’t solve any of these challenges without African Leadership at the table. I’m not trying to be nice. That’s a fact,” he stated. “There’s so much more that we can do together and will do together.”
