Donald Trump attacked Hillary Clinton Wednesday morning following a report that the Obama administration secretly paid Iran $400 million in cash earlier this year following the release of four American prisoners.
“Our incompetent Secretary of State, Hillary Clinton, was the one who started talks to give 400 million dollars, in cash, to Iran. Scandal!” the Republican presidential nominee tweeted early Wednesday morning, referring to the Wall Street Journal report published Tuesday evening.

The cash — doled out in foreign exchange — was airlifted to Iran in a discrete operation. The payment was the first installment of a $1.7 billion settlement that was agreed to by the White House and Iran over a failed arms deal shortly before his fall in 1979.
That settlement also coincided with the formal implementation of last summer’s Iran nuclear deal.
Officials immediately denied any link between the $400 million payment and the prisoner exchange.
“As we’ve made clear, the negotiations over the settlement of an outstanding claim … were completely separate from the discussions about returning our American citizens home,” State Department spokesman John Kirby said. “Not only were the two negotiations separate, they were conducted by different teams on each side, including, in the case of The Hague claims, by technical experts involved in these negotiations for many years.”
