Mayor Vince Gray probably is. He called a press conference for 4:30 p.m. Tuesday outside the city’s salt dome. The snow was supposed to be falling by then, well on its way to the up to four inches forecasters had predicted. Now they’re thinking the city won’t get more than and inch or two.
