MONTPELIER, Vt. (AP) — Vermont is the only state not covered by the Obama administration’s sweeping new plan to cut carbon dioxide emissions by 30 percent over the next 15 years, but the state will still benefit by working with other states to meet the goals, Natural Resources Secretary Deb Markowitz said Monday.

Vermont isn’t bound by the proposed regulations released Monday because the state doesn’t have any fossil-fuel fired power plants, Markowitz said.
