WASHINGTON (AP) — Vice President Joe Biden is apologizing to Americans that the website for new health care exchanges wasn’t ready to go when it launched on Oct. 1.

Biden becomes the highest-level administration official to apologize for the website’s failures. Health and Human Services Secretary Kathleen Sebelius apologized earlier Tuesday, and President Barack Obama has taken responsibility for fully fixing the site.
