Justice Department Inspector General Michael Horowitz is the new chairman of a watchdog council established to enforce rules within the IG community.
Horowitz became the second-ever chairman of the Council of the Inspectors General on Integrity and Efficiency after he replaced Phyllis Fong, the Department of Agriculture IG, at the start of 2015. He won the chairmanship in a secret-ballot vote of the 72 IGs who serve on the council.
Fong had led CIGIE since its inception in 2008. Horowitz was chosen over Small Business Administration IG Peggy Gustafson.
Horowitz named Allison Lerner, the National Science Foundation’s IG, as CIGIE’s vice chairman, succeeding FEC IG Lynne McFarland.
“I am honored to be elected chairperson and excited to build on the excellent work of my predecessor, Phyllis Fong,” Horowitz said. “I look forward to working closely with Allison Lerner and the rest of my colleagues to strengthen the IG community and ensure that federal IGs remain capable of providing the independent, effective oversight that the American people expect and deserve.”
CIGIE develops personnel standards for IG staff and draws its members from IG offices across the government.
