Enrollment in Covered California, the Obamacare exchange for the state, fell by 2.3 percent after the state spent $110 million on outreach.

In all, 423,484 new customers selected health insurance plans in the nation’s most populous state, compared with 412,000 new customers last year. Because re-enrollment fell by more than 5 percent, however, there was a net decline in the number of people who enrolled, according to figures from the Kaiser Family Foundation. The data show enrollment in the state fell from about 1.6 million to 1.5 million.
