Citing a growing fiscal crisis, Baltimore is moving to bar city workers from holding two city jobs at the same time.
An amendment to the city’s employee manual approved by the Board of Estimates on Wednesday during its weekly meeting prohibits all city employees from simultaneously holding two city positions.
The measure would not prevent employees from moonlighting.
City officials said the new regulation would cut administrative expenses, saving the city money by eliminating the expense of writing employees two separate paychecks.
Board of Estimates officials would not specify how many city employees hold two jobs and would be affected by the change, but would say only that the number was a “ small population.”
Union officials representing city employees said it was unfair to cut off workers from extra income.
“The kind of salaries they make with the city means that people need to subsidize their income,” said Glenn Middleton, head of the American Federation of State, County and Municipal Employees Local 67, the union that represents a majority of the city employees excluding workers at the fire and police departments.
“The problem is our members live from paycheck to paycheck; some are just one paycheck away from public assistance so they need the second job.”
