2020 presidential long shot Tim Ryan said that President Trump’s confusing Toledo and Dayton in the wake of the weekend’s mass shootings shows a “diminished mental capacity” to lead.

Ryan appeared on CNN following the president’s Monday morning remarks addressing the tragedies in El Paso, Texas and Dayton, Ohio over the weekend. At the end of the president’s address, he mistakenly offered his condolences to those in Toledo instead of Dayton.
