Lower tuition rates for illegal immigrants hits speedbump in Md. Senate

ANNAPOLIS — Republican Maryland senators temporarily derailed a measure that would give illegal immigrants lower tuition rates at Maryland public universities and colleges.

The Senate gave the measure an initial nod with a 24-23 vote on Monday. But Sen. David R. Brinkley, R-Carroll and Frederick counties, filibustered a second and final vote by reading aloud the paperback novel Born to Run on the Senate floor.
