TOLEDO, Ohio (AP) — The debate over what to do with tons of sediment dredged out of northern Ohio’s bays and rivers isn’t about to end.

The federal agency that maintains the shipping channels backed off a plan to dump the silt it scoops out of Cleveland’s harbor into Lake Erie.
