Kagan cites ‘legitimate concern’ in call for Supreme Court code of conduct

Supreme Court Justice Elena Kagan said that concerns over the Supreme Court in regard to ethics were “legitimate,” and she broadly supported some manner of Supreme Court code of ethics implementation.
