Baltimore girl driving on permit when killed in car collision

The 15-year-old Baltimore girl killed in a car collision over the weekend had a learner’s permit and was driving illegally after curfew without an adult, state police said Monday.

Mackenzie Ann Marguerite Papoi, of Parkville, was driving a Toyota Echo about 3:30 a.m. Sunday south in the northbound lanes of Interstate 795 near Franklin Boulevard when she collided head-on into a 2006 Hummer traveling northbound, police said.

Papoi was pronounced dead at the scene.

Her passenger, Bethany Carson, 17, of Baltimore, was treated for non-life-threatening injuries at Sinai Hospital, police said.

The Hummer’s occupants, Irina Levina, 25, and Shakir Muradymov, 26, were not injured, police said.

Investigators believe alcohol contributed to the collision, but could not confirm how long Papoi had been driving on the wrong side of the road before striking the Hummer.

“They weren’t supposed to be out that late on a restricted license,” said Sgt. Arthur Betts, a state police spokesman.

“[Papoi] was driving with a learner’s permit, so even if the 17-year-old had a license, she wouldn’t have qualified as a supervising driver.”

State law requires learner’s permit holders be accompanied by a supervising driver who’s at least 21 years old and has held a license for a minimum of three years.

Papoi’s body was taken to the Office of the State Medical Examiner in Baltimore for an autopsy. Her family could not be reached for comment Monday.

No charges were filed in the incident.
