Man pleads guilty to bribing school official

A Bel Air man has pleaded guilty in Baltimore Circuit Court to bribing a former city school official for work at school facilities.

David J. Clemons, 59, admitted having his heating and air-conditioning business do free work for Rajiv Dixit, a former facilities manager with the school system, in exchange for jobs at city school facilities, according to the state prosecutor.

Clemons and employees of Polar Bear HVAC performed work at Dixit?s home and his personal businesses between 1999 and 2003, at roughly the same time the business was awarded jobs for the school system, the state prosecutor said.

Clemons was sentenced to three years? supervised probation and 200 hours of community service. He was ordered to pay $10,000 in fines and donate $10,000 to the city schools and another $10,000 to College Bound, an organization that helps Baltimore students pay for college.

Dixit is serving a five-year prison term for theft, embezzlement and bribery, State Prosecutor Robert Rohrbaugh said.
