School district, charter school spat over new school director

Former Chesapeake Science Point Charter School director John Omural officially has resigned his position, and the school?s governing board has selected another man for the job.

Anne Arundel County Schools officials said the new candidate has not yet provided proof of his certification to teach in Maryland, and said the school does not have the money to pay him.

“We had asked Mr. [Fatih] Kindal to verify his certification, and he hasn?t produced that information yet because he came here from Wisconsin,” said Kathy Lane, director of alternative education for the Anne Arundel County School district.

Kindal said he has completed 22 credits toward his master?s degree and said he plans to finish this fall. Prior to coming to Maryland, He also said he had worked for a charter school in the Dayton, Ohio, area that had seen similar financial difficulties to those experienced by Chesapeake. Before that, Kindal said he worked for charter schools in Milwaukee, Wis. “The audit findings there [in Ohio] were more serious than here,” Kindal said. “And in talking to board members here, everyone seems willing to cooperate in fixing things.”

Omural, Chesapeake Science Point?s first director, was removed from the school earlier this year amid allegations of mismanagement, and because the school then lacked a certified administrator.

Last week, Lane said she was sent to Chesapeake Science Point by Interim Superintendent Nancy Mann to ask Kindal to comply with necessary human resources procedures for new employees that include education about spotting and preventing child abuse.

“It was very amicable and amiable, and we arranged for him to come the next day,” Lane said.

Kindal said he was told he was not authorized to be in the building because the school?s budget did not include funding for his position.

Lane said the school currently employees a dean of students and a dean of academics, but did not budget for those positions in this year?s budget. Those positions are included in its fiscal 2007 budget.
