Shutdown not to be repeated, alternative elusive

WASHINGTON (AP) — Leaders from both parties insist a sequel to the government shutdown must be avoided although a plan to dodge it is still elusive.

“This can never happen again,” Treasury Secretary Jacob Lew said.
