Hesse is the same state where a right-wing extremist killed 11 people, including his mother and himself. According to authorities, the 43-year-old man identified as Tobias Rathjen penned a screed that contained “deeply racist views” before the rampage.

Last week, German authorities arrested a dozen members of a far-right group they say were planning attacks across the country, including at mosques.
