Six Republicans on Friday morning voted against the rule outlining how the GOP healthcare bill will be taken up today, a possible bad sign that shows conservative Republicans are ready to turn down the bill that GOP leaders and President Trump are hoping to pass.
The rule, which passed 230-194, calls for four hours of debate on the bill that Republicans have been tweaking right up until the last minute in order to ensure there’s enough Republican support.

Republicans normally vote lockstep with GOP leaders when rules are up for a vote, even if they oppose the underlying bill.
The Republican “no” votes came from Reps. Justin Amash of Michigan, Mo Brooks of Alabama, Louie Gohmert of Texas, Paul Gosar of Arizona, Walter Jones of North Carolina and Thomas Massie of Kentucky.
Republicans can lose 21 GOP votes and still pass the bill today, and possibly one or two more if not all Democrats show up for the vote.
