The interim chief of the District’s troubled juvenile justice agency is likely to get approved to fill the job permanently through a back-door process despite a D.C. Council committee voting against him. Ward 1 Councilman Jim Graham, who heads the committee and voted against Neil Stanley’s permanent appointment, said Monday that he won’t ask the full council to vote on Stanley at a Tuesday meeting. Graham said he wants to wait until the conclusion of an investigation into whether Stanley hired a close friend as the head of the city’s youth prison over objections that the friend wasn’t qualified. But if the council doesn’t act by Thursday, Stanley will automatically be deemed permanent director of the Department of Youth Rehabilitation Services. — Freeman Klopott
