Virginia man charged with major marijuana sales

Federal authorities have accused a man of selling more than 1,000 pounds of marijuana in Northern Virginia since 2007.

Jeffrey Lewis Musgrove has formally been charged with distributing more than 220 pounds of the drug, the highest drug-dealing category for marijuana. According to court documents recently unsealed in Alexandria’s federal court, Musgrove, also known as “Fats,” was brought down by three drug dealers who used him as a source. The dealers became informants after they were arrested by police in Prince William and Arlington counties, and other unnamed jurisdictions.

The first informant was arrested on April 10 by Arlington County police with an assist from Prince William County detectives when the informant tried to sell 13 pounds of marijuana to police, authorities said. The informant told police he had been selling marijuana in small quantities since 2004 and had begun dealing with Musgrove directly in June 2007.

At the beginning of their drug-dealing relationship, the informant reportedly said, he would buy 40 pounds of “high-grade” marijuana from Musgrove, court documents said. By the end of 2007, the informant had purchased 230 pounds at the price of $3,800 to $4,000 per pound. In 2008, he claimed to have purchased about 570 pounds of marijuana for approximately the same price. Within the first four months of 2009, the informant allegedly bought about 310 pounds from Musgrove. All told, the informant estimated to authorities that he had bought more than 1,100 pounds of marijuana from Musgrove.

That informant and two others subsequently arrested by police said Musgrove would obtain the drugs in kilogram quantities from sources in New Jersey, New York, Connecticut and California, a sworn statement filed by a Prince William County detective said.

On Dec. 3, the informant arrested in April met with Musgrove in Washington under the watchful eye of law enforcement agents, the statement said. They discussed the informant’s buying 50 to 100 pounds of marijuana for $3,800 per pound. During the meeting, Musgrove bought prepaid cell phones to use for coordinating the deal. They set up a date to meet later in December. Musgrove was arrested Dec. 16 and has been held without bail.
