2nd arrest in D.C. slaying A second man has been arrested in connection with a May 2010 shooting death in the District.
Police said 31-year-old Allen Verter Jr., of Southeast D.C., has been charged with first-degree murder while armed in the killing of Dawan Felder.

Felder, 28, of Clinton, was found shot to death on the 5000 block of D Street SE on May 16, 2010.
In October, Darnwell Hawkins, of Lanham, was apprehended in Northeast D.C. for his alleged role in the killing.
Pentagon cop fatally shoots armed man in P.G.
Prince George’s County police said an off-duty Pentagon police officer shot and killed an armed assault suspect after the man ignored commands to drop his weapon.
Police on Saturday identified the Pentagon Force Protection Agency officer as Alex Thomas and the suspect as 20-year-old Ronald Royal, of Accokeek.
The shooting happened at about 1:30 p.m. Friday outside the Mobile Market Place on the 9800 block of Piscataway Road. Royal had assaulted and a pointed a gun at a 57-year-old man when Thomas intervened, police said.
Va. governor won’t intervene in execution
Virginia Gov. Bob McDonnell will not grant clemency to a man scheduled to be executed next week for a 2001 slaying in Williamsburg.
Jerry Terrell Jackson is slated to die by lethal injection Thursday for raping and killing 88-year-old Ruth Phillips in her apartment August 2001.
“After conferring with the appropriate parties, as well as thoroughly reviewing the clemency petition and the judicial opinions in this case, I find no compelling reason to set aside the sentence of the jury, imposed and affirmed by the courts,” McDonnell said in a statement.
McDonnell’s decision means Jackson’s only hope is that the U.S. Supreme Court will step in and the halt the execution.
