Two owners of an Alexandria day-care center were charged after seven young children in their care were not properly secured inside a vehicle, police said.

Betty Ross, 34, and Cassandra Lewis, 37, were charged Thursday with seven counts of contributing to the delinquency of a minor, Arlington police said. They were released on summons.
