Cuban government-linked activists form ‘rapid response’ protest plan in case Trump attacks island

A Cuban government-linked group has a “National Rapid Response Plan” in place for protesters to fill American streets if the U.S. military attacks the communist regime.

The National Network on Cuba gave strategies for “coordinated nationwide actions within 24 hours” of such an event in a document sent to supporters and obtained by the Washington Examiner. The plan calls for swiftly mobilizing protesters across cities, various federal buildings, and “sports arenas during high-visibility events.”

“The goal is to make it politically and materially costly for the U.S. government to wage war on Cuba,” the document says.

In large cities, the operation could involve “big, broad coalitions” of advocacy groups gathering for rallies outside important buildings, according to the document. Activists in smaller towns or rural areas should use “power mapping” to determine appropriate protest targets and distribute flyers and large banners around the community, it says. All participants should coordinate via social media posts and “shared graphics, logos, and branding: yard signs, flyers, digital assets,” the National Network on Cuba said.

The NNOC, founded in Washington, helps Americans travel to Cuba to promote “solidarity” with assistance from the Cuban Institute for Friendship with the Peoples, a state propaganda arm led by a convicted Cuban intelligence spy. Secretary of State Marco Rubio sanctioned the institute in June, which led authorities to arrest a Cuban national and his family for deportation over his alleged involvement with the group. The NNOC and the leftist Venceremos Brigade also plan to bring 150 visitors to Cuba in August to celebrate the late dictator Fidel Castro‘s 100th birthday, the Washington Examiner previously reported.

Protesters’ federal targets can be courthouses, military bases or recruitment offices, agencies, and Immigration and Customs Enforcement facilities, which “connects Cuba solidarity to anti-ICE/immigrant defense work,” the NNOC said. The plan links to a nationwide map of U.S. military facilities from the leftist Black Alliance for Peace.

President Donald Trump has pressured Cuba with national security and economic sanctions and a federal indictment against former Cuban President Raul Castro. Trump threatened a “friendly takeover” of Cuba in February, and the Department of Justice promised in May to “pursue” Castro to have him face an American court over his government shooting down U.S. civilian aircraft in 1996.

Rubio is offering Cuba $100 million in aid if it establishes a more pro-America government after decades of hostile U.S. relations with the island. Trump’s sanctions have persisted despite Cuba passing laws to partially liberalize its economy while keeping its regime in place.

The NNOC’s document encourages allies to build their rapid response teams “preemptively” and start announcing plans now. “That is an action that puts pressure on the ruling class,” the group wrote. “Publicize it! Announce it!”

“Cuba is already being attacked. The [economic] blockade is an act of war,” the NNOC declared. “Even if boots don’t go on the ground tomorrow we have to be proactive.”
