House Republicans on the Oversight Committee released a long-awaited report on former President Joe Biden‘s cognitive decline and his staff’s use of the autopen, finding that his top aides exercised presidential powers on his behalf during his time in office.

House Oversight Committee Chairman James Comer (R-KY) unveiled a 90-page report Tuesday accusing senior aides of wielding the “powers of the presidency” in Biden’s name — including by issuing executive orders, clemency warrants, and other directives through the presidential autopen — without establishing proof that Biden personally approved them. The committee separately asked Attorney General Pam Bondi to determine whether official acts taken between 2021 and Jan. 19 of this year “were duly authorized by the President of the United States.”
