Today is no different: Many communities understand the problem yet remain trapped by systems that make solutions difficult to implement.

This summer, the landmark 21st Century ROAD to Housing Act became law. While ROAD represents a wealth of opportunity, the success of the law will be determined by whether it helps communities create more homes and more opportunity.
