The Sept. 30 deadline for Iraq’s militias to surrender their weapons is approaching, and Baghdad is already looking beyond it. That should surprise no one.

The problem was never the date on the calendar. The problem is whether the Iraqi government has the power to disarm organizations that have spent years embedding themselves in the country’s political, security, and economic system.
