The Trump White House, the whistleblower charged, tried to “lock down” the transcript of Trump’s phone call with Ukrainian President Volodymyr Zelensky by placing it in a secret electronic system reserved for national security secrets. This ordinary conversation would have ordinarily been placed instead on an ordinary server used by multiple federal agencies.
