House Democrats insisted Friday that the new Environmental Protection Agency rule regulating carbon emissions won’t have the same fallout for the party that Obamacare had.

Rep. Gerry Connolly, D-Va., told Politico Pro that the two issues were completely different and that the rule would only affect a small subset of the American people.
